Judith February is one of South Africa’s most thoughtful and respected public voices on democracy, governance, and political accountability. Trained as a lawyer, she has grown into a governance specialist, political commentator, and public intellectual whose work sits at the intersection of law, ethics, and democratic practice.
She serves as a director of the In Transformation Initiative (ITI), an organization dedicated to supporting peaceful transitions, strengthening democratic processes, and managing conflict in Africa and globally. Her contribution to ITI reflects a career-long commitment to open, accountable, and inclusive political systems.
Judith studied at the University of Cape Town, where she completed a BA in Law and Latin, followed by an LLB in 1993. She later earned an LLM in Commercial Law in 2000. Admitted as an attorney in 1996, she practiced law in Cape Town until 2000. Yet even during her years in practice, her interests were already expanding beyond the courtroom toward the broader questions of how institutions function — and how they sometimes fail.
After leaving legal practice, Judith moved fully into the governance field, where she has spent much of her career examining and strengthening democratic institutions. She led the South African Governance Programme at Idasa for nearly a decade, focusing on democracy, accountability, parliamentary oversight, and institutional design. This period established her as a leading voice in debates about how South Africa’s democratic architecture should evolve.
She later served as Executive Director of the Democracy and Governance Unit at the Human Sciences Research Council (HSRC), further cementing her reputation as both a policy thinker and research leader. Her work has also included roles as a Senior Research Associate at the Institute for Security Studies and as a Visiting Fellow at the Wits School of Governance, where she deepened her engagement with public policy scholarship and practice.
Beyond academia and institutional leadership, Judith is widely known as a public commentator. She regularly analyses South African politics and governance in the media, offering commentary that is measured, principled, and incisive. She writes as a columnist for Daily Maverick and has contributed to various other publications over the years. Her book, Turning and Turning: Exploring the Complexities of South Africa’s Democracy, reflects her deep engagement with the promises and strains of the country’s democratic journey.
Her expertise has also been recognized internationally. In 2012, she was awarded a Spring Reagan-Fascell Fellowship at the National Endowment for Democracy in Washington, DC, where she focused on democratic development and rule-of-law practices.
Judith has served in several governance and oversight roles beyond the policy sphere, including as an independent non-executive director of Coronation Fund Managers and as a trustee of the Nelson Mandela Foundation. She has also participated in ad hoc evaluation panels examining parliamentary effectiveness and other critical governance questions.
At ITI, Judith brings intellectual depth, institutional memory, and a principled commitment to democratic integrity. Her career reflects a consistent thread: a belief that democracy requires constant care, rigorous scrutiny, and citizens willing to ask difficult questions — and to imagine better answers.
